settlement, low rainfall made most of this region a virtual desert. the coastal plain of southern california, of which orange county is a part, is particularly well suited for, uh, groundwater storage. it has several things going for it. a--it's very deep, some 4,000 feet deep, uh, to, uh... all containing fresh water, of which we only use about the upper 1,500 feet. it has a, uh... surface water supply. it's the only perennial stream in southern california. the--this stream is fed by-- by snow melt in a very large mountain range behind us. again, in a desert area, we have snow that feeds a perennial river system which provides continuous water supply. another factor that helps out a great deal in maintaining the flow of the water down this river is the fact that we have considerable residential and commercial development upstream of us, which, uh, provides us waters of waste-water origin. that means the water has gone through a treatment plant once upstream and has gone through a series of biological cleansing activity, which provides us with a very suitable supply of water to go into our g

about 8:00 last night. this is what our sources are telling us. the man has a southern california address. he tried to board a southwest flight to los angeles. he was going through the checkpoint here when tsa inspectors noticed suspicious items in the bin where he put his carry-on bag. they found components of an ide. an improvised explosive device, a watch with wires, fuses and a toggle switch. all the components were there except for the explosives. they then look at his boots and he suffered layers into his boots just like the shoe bomber richard reid had done. they notified sheriff's deputies who took him into custody. they examined the material. the f.b.i. was notified. sheriff's office tells us the man claims it was an art, a piece of art. we are still trying to find more details about this story but that the very latest here from oakland international airport. >> cheryl: at san francisco international airport there were weather flight delays. there were delays on flights arriving this morning from the northwest where the weather is already wetter. >> kristen: we're not dry

're not alone. back in 2003, safeway and its southern california von's stores paid fines following two separate lawsuits for overcharging. the judgment in the lawsuit, if either store charges you more than the lowest advertised price, in most cases you're supposed to get the item for free. >> in all the years i've called them on this, i've never gotten the item for free. >> they just kind of unhappily give you the difference. >> reporter: according to the department of weights and measures, that would be a direct violation of a court order. >> except for a few items like alcohol, dairy products, tobacco, if the items is priced less than $5, you have the right to have that item given to you for free. >> reporter: and he says if you're overcharged on an item over $5, safeway is supposed to give you a $5 gift card. that was the punishment issued after a multicounty investigation found the same thing back then. we're still finding it today. widespread overcharges. we went undercover shopping at five safeway stores in three counties and not only were we overcharged five times, not a single store off
to get to ocean much faster. narrator: cities throughout southern california converted natural rivers to these concrete channels, part of their storm drain systems. this allowed expanding development without the need for large flood plains. kharaghani: the los angeles river is approximately 51 miles. concrete reduces the size of the river that you need to carry the water because it speeds up the flow of water. if you'd like to remove all the concrete and to have natural system to carry the water to protect you from flooding, you need to have almost one mile on each side of the river set aside for transport of rain. so in order for the city to have use of those lands around the river, concrete made it possible to have minimum land so the water can be carried to the ocean in the fastest possible way. but, unfortunately, because of population growth and poor housekeeping, people are putting a lot of pollutants on the street and the streets are the openings to our stormwater sewer system. in an average year, 4,000 to 5,000 tons of trash ends up in long beach. man: we've created a system t

themselves. the forces we deploy from southern california and the east coast that float into theater understand disaster assistance and humantarian response very well. that hasn't quite migrated itself into the institutional arena in terms of forces stationed here in the united states as it would relate to defense support to civil authorities. i think that's primarily -- this is not a primary mission for us. it's something that we do pay attention to, of course, as we deploy overseas. not necessarily forces we have here in the states. we do understand immediate response, rolling out the gate to help our neighbors in an immediate nature, but i think not so much in terms of mobilization and deploying inside our country. so, this is an area where opportunities like san francisco fleet week will allow us for, and i believe at some point really incorporate this in some internal doctrine that will benefit us in the event that this is a requirement inside the u.s. >> thank you. this morning secretary schultz asked one of the panels that was involved in communications and command and control
